TITLE OF BILL : An act to amend the penal law, in relation to
exemptions provided for possession and use of a pistol or revolver at
certain pistol ranges
PURPOSE OR GENERAL IDEA OF BILL : To amend the penal law to allow
young adults, 14 and older, to legally possess a pistol or revolver at certain pistol ranges to practice for or compete in target pistol shooting competitions under the supervision of certain individuals who are licensed to possess such pistol or revolver. SUMMARY OF SPECIFIC PROVISIONS : Section 1 of the bill amends paragraph 7-e of subdivision a of section 265.20 of the penal law to lower the age from eighteen to fourteen for purposes of granting an exemption for criminal possession of a weapon. Section 2 of the bill is the effective date. JUSTIFICATION : Currently, young adults in New York can not legally practice for or compete in target pistol shooting competitions. This bill allows the possession of pistol and revolvers for such sporting purposes alone.

AN ACT to amend the penal law, in relation to exemptions provided for
possession and use of a pistol or revolver at certain pistol ranges
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
1 Section 1. Paragraph 7-e of subdivision a of section 265.20 of the 2 penal law, as added by chapter 189 of the laws of 2000, is amended to 3 read as follows: 4 7-e. Possession and use of a pistol or revolver, at an indoor or 5 outdoor pistol range located in or on premises owned or occupied by a 6 duly incorporated organization organized for conservation purposes or to 7 foster proficiency in small arms or at a target pistol shooting competi- 8 tion under the auspices of or approved by an association or organization 9 described in paragraph 7-a of this subdivision for the purpose of load-
10 ing and firing the same by a person at least {eighteen} FOURTEEN years
11 of age but under the age of twenty-one who has not been previously
12 convicted of a felony or serious offense, and who does not appear to be,
13 or pose a threat to be, a danger to himself or to others; provided
14 however, that such possession shall be of a pistol or revolver duly
15 licensed to and shall be used under the immediate supervision, guidance
16 and instruction of, a person specified in paragraph seven of this subdi-
17 vision.
18 S 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
